workflow template

A workflow file plus a properties file that GitHub offers as a starting point when someone creates a new workflow.

Organization templates live in the workflow-templates folder of the organization's .github repository. Using one copies the file, so later changes to the template do not reach copies already made; a reusable workflow is called instead of copied.
