variable set
A named group of variables in HCP Terraform applied globally, to chosen projects, or to chosen workspaces.
In more detail
Variable sets share values such as provider settings between workspaces. A variable defined on the workspace itself beats any set; sets applied to chosen workspaces beat sets applied to projects, which beat global ones, and sets at the same level compare by name. A set marked priority beats every other source, including values passed on the command line.
