udev
The Linux service that creates device files in /dev and runs rules when hardware appears or disappears.
In more detail
Rules in /etc/udev/rules.d can name a device, set its permissions or run a command. udevadm info shows what udev knows about a device, and udevadm monitor shows events as they happen.
