speculative plan
A plan-only HCP Terraform run that previews changes and can never be applied.
In more detail
Pull requests in the VCS-driven workflow get speculative plans, with a status and link posted on the pull request. Running terraform plan from a terminal against an HCP Terraform workspace also starts one. Health assessments use them to check for drift.
