OTEL_TRACES_SAMPLER

The environment variable that chooses the SDK's sampler, with OTEL_TRACES_SAMPLER_ARG as its argument.

The default is parentbased_always_on. For traceidratio the argument is a ratio between 0 and 1; the recorded Python SDK fell back to 1.0 when given 2.
