Actions Runner Controller

A Kubernetes operator that creates self-hosted GitHub Actions runners on demand and removes them when their jobs finish.

Each runner scale set listens for jobs with its labels and scales pods between a minimum and maximum. Runners are ephemeral, so every job starts on a clean pod. GitHub supports the controller itself but not the Kubernetes cluster it runs on.
