action input variable

An environment variable the runner sets for each input of a JavaScript or Docker action, named INPUT_ and the input's name in upper case.

Spaces in the name become underscores, so an input called api key arrives as INPUT_API_KEY. Composite actions do not get these variables and read inputs through the inputs context instead.
